While underlayment for vinyl planks may be used under hardwood and laminate, the reverse is not true. vinyl planks require hard, thin underlay because the product itself is softer. putting a soft product under vinyl plank will result in an unstable floor that is much more inclined to being damaged and even punctured or torn over time.. The idea would be to pull the floor, remove the nasty vapour barrier, scrub up the concrete and relay the vapour barrier + floor. my guess is that this "clean up and reuse" is probably not an option if you get mould growth directly on the floor. just because the plank is moisture resistant doesn't mean the joints are moisture resistant..
